May 28, 2008 -- Drawing on unprecedented intra-governmental cooperation, Gov. John deJongh Jr. and U.S. Sen. John "Jay" Rockefeller IV announced plans Wednesday for a new school on St. John, which will end decades of ferry rides for the island's students.
"It is the right thing to do," Rockefeller said. "Maintaining the status quo was the wrong thing to do."
Rockefeller, a West Virginia Democrat who received the territory's Alexander Hamilton Award in February, said he lent his support to the initiative when he learned that St. John children had to take the ferry to go to Ivanna Eudora Kean High School on St. Thomas.
When the governor contacted Rockefeller about the issue, deJongh said, the senator's immediate response was "How can I help?" Rockefeller's family donated the land that launched the national park on St. John in the 1950s.

Obstacles to the acquisition were considerable. Most of the land on St. John is under the purview of the National Park Service (NPS), and privately owned land is prohibitively expensive.
The land for the school was acquired in an unusual choreography between congressional offices, territorial and federal agencies and a non-profit organization.
First, the non-profit Trust for Public Lands purchased Alexander Hamilton's historic St. Croix home. The Trust then gifted the St. Croix property to the V.I. government, which in turn swapped that land for NPS land on St. John.
The initiative required support and cooperation between the Department of the Interior, the National Park Service, the territorial government, the St. Thomas/St. John school system, the Friends of the V.I. National Park, the Trust for Public Lands and the offices of Delegate Donna M. Christensen and Senators Rockefeller and Orrin Hatch, a Utah Republican who also received an Alexander Hamilton Award in February.

Almost as an encore, Interior Secretary Dirk Kempthorne released $200,000 in grant money to the territory to conduct a feasibility analysis of the proposed school site at Estate Catherineberg.
This amount of government cooperation almost never happens, Rockefeller said. Describing the transaction as "win-win-win-win-win," he pointed out the attraction that the Hamilton property will have as a tourist destination.
"Alexander Hamilton is a mythological figure in the U.S.," Rockefeller said. "People don't know that he got his financial skills here. When NPS takes that over, it is going to change. So many more people are going to come to St. Croix."
The Hamilton site will increase NPS holdings on St. Croix by 10 percent, said Joel Tutein, park superintendent on St. Croix. The superintendent for the V.I. National Park on St. John also praised the plan.
"It is a great day to be superintendent," Mark Hargrove said.
Both Hargrove and Tutein expressed hopes that the new school will have an environmental educator and classes.

M is going on a trip

M is heading north and west today. Overnight in Atlanta, and then off to Oregon for two weeks. I will be alone for most of the time, with my little peecee, my little teevee, and my two little cats, Chauncey and Henry the Lap Cat. Henry is helping me do my little peecee work right now. He's on my lap about to drool.

Brief: V.I. Daily News Sold as Part of Prosser Bankruptcy Proceedings

May 12, 2008 -- The Daily News Publishing Co. will soon be under new ownership, pending approval from U.S. Bankruptcy Court Judge Judith K. Fitzgerald.
The company was sold at auction Monday morning, but the name of the winning bidder will not be made public until the sale is approved by the court. The auction is part of the ongoing liquidation of assets owned by Innovative Communication Corp. principal Jeffrey Prosser.
Prosser is in Chapter 7 bankruptcy and ICC -- parent company to the V.I. Telephone Co., Innovative Cable, TV Channel 2 and other local companies -- is in Chapter 11.
Vitelco and Innovative Cablevision services will be sold at auction June 16.

New Maps Mean Greater Accuracy for Planners and First Responders

May 9, 2008 -- New mapping information will help agencies throughout the V.I. government in planning management and emergency response.
A number of government agencies will be able to use the enhanced mapping capabilities, thanks to an agreement between the office of Lt. Gov. Gregory R. Francis and the Department of Planning and Natural Resources. A demonstration of the new technology at the lieutenant governor's invitation Wednesday brought together representatives of the Water and Power Authority, the Department of Public Works, Police, Fire, Emergency Management and Homeland Security.
The new mapping capabilities will allow people needing help to get it faster.
"It is challenging to give directions to first responders," said Shawna Richards, the lieutenant governor's communications director.
Teresa Anduze-Parris of the lieutenant governor's office offered some details of the meeting with the first-responder agencies.
"The demonstration started with a PowerPoint presentation and ended with a live demonstration of the actual digital imagery of St. Croix, St. Thomas, St. John and Water Island," Anduze-Parris said. "The aerial photos have been added to the territorial geographic information system (GIS) management database."
While all agencies are using some form of mapping, this information is new data to improve government services. Now first responder agencies will have access to current aerial maps of the territory.
The data was acquired by a joint effort between Francis' office and the U.S. Geological Survey of Puerto Rico, Anduze-Parris said.
The sharing of this data results from a memorandum of agreement between DPNR and the Office of the Lieutenant Governor to share critical information relating to development planning and permitting in the territory, according to a news release. Both organizations will be able to transfer data such as cadastral and real property parcel records.
In addition to its first-responder uses, DPNR will be able to use the information to enhance its planning and resource-management functions.
"GIS technology will undoubtedly help our territory in the development of effective infrastructure planning, and the Department of Planning and Natural Resources is an integral part of that," Francis said, according to the release.
DPNR Commissioner Robert S. Mathes has lauded the data sharing as the "first step toward the tracking of development permitting in the territory, and ultimately the assessment of cumulative development impacts on the coastal zone."

They also are delighted to know that poigt, potrzebie, and axolotl will not be mentioned in this blog today, because it is serious time. Tonight will be an experiment. A very large roast beef on the grill. Maybe it will work. Who knows?

Cleaning

I vacuumed and swept and wiped down and washed everything yesterday, as M was due to return from Ohio and Pittsburgh. I guess it worked, as she tried to kiss me late at night. Today she gets to see the cleanliness in daylight.
